Robust employment, stubborn inflation reveal Australia’s financial hangover is still hanging in there

Australia’s economy is suffering a hangover — and the cure is yet to fully kick in. New jobs are roaring despite economic growth running at close to the lowest level in decades, in stark contrast to previous downturns which have sent unemployment soaring. And prices are still rising, showing no signs of abating. But experts say there’s a fair way to go before Australia can declare a “soft landing” and follow the United States’ supersized rate cut, which was delivered by the Federal Reserve this week. NAB senior economist Taylor Nugent said Australia was going through “an adjustment from a level of activity that was unsustainable”. “The rebound out of the pandemic was more than complete. We saw very strong levels of activity,” he told The West Australian. The RBA also has less room to cut because a focus on keeping unemployment low had meant rates did not rise as much as other countries, he added. Mr Nugent said GDP per person — the size of the pie for every Aussie — was still about 2.6 per cent higher than in 2019, even though the measure has been going backwards for almost 18 months. That gives an idea of just how big the COVID-recovery bounce ran before the Reserve Bank hit the brakes. Those heady days followed a national binge of stimulus shots from Governments and the RBA, which drove unemployment to 48-year lows and inflation to multi-decade highs. AMP deputy chief economist Diana Mousina said “the slow pace of growth is a normalisation, after times that were really good”. Good times which she concurred had been unsustainably strong. Hitting a similar note was Chamber of Commerce and Industry WA chief economist Aaron Morey, who declared the economy was still hot — even after 13 interest rate hikes. That’s because the size of the economy was inflated so much there were still job opportunities being generated even as growth slowed, he said. The heat is on Western Australia especially. Inflation is higher in WA than anywhere else in the country and unemployment tied for Australia’s lowest. Nonetheless, Mr Morey backed the State as being in “a sweet spot”. He said Australia’s South-East would wear most of the pain in the months ahead. Slowing down the economy would mean a softer jobs market, Mr Morey said, although not so much it was “calamitous”. Beneath the surface, there are signs the RBA’s efforts are working. AMP’s Ms Mousina cautioned the labour market was not as strong as jobs growth figures suggested, with the unemployment rate up from a low of 3.5 per cent to be 4.2 per cent. Growth in hours worked has slowed and August’s hiring boom was dominated by part-time roles. “Employers have been reacting to the weaker growth environment by cutting hours worked rather than cutting jobs,” Ms Mousina said. Migration has been strong and there’s a record share of Australians in the jobs market — which Ms Mousina said was helping fill shortages coming out of the pandemic. EY senior economist Paula Gadsby said conditions had eased in the labour market but it still remained tight and a source of inflationary pressure. That was just one reason why the Fed’s big rate cut “should not be interpreted as a sign rates will come down faster here”, Ms Gadsby said, together with above-target inflation. Another key source of inflation pressure widely highlighted by boffins is the big spending by State and Federal Governments. The splurge has been driving plenty of demand but is also drawing workers from other parts of the economy in a process economists call “crowding out”. Nowhere is this more evident than construction. The Housing Industry Association warned last week that the State could need 120,000 tradies over the next decade to fill demands in resources, energy, infrastructure and to build new houses. “We definitely think there’s some crowding out going on,” Ms Gadsby said. Ms Gadsby said record high spending, especially in infrastructure, was pushing up costs and was adding to existing pressures through supply chain and from labour shortages. Construction costs have rocketed 35 per cent over five years nationally.
