Santos boss Kevin Gallagher says Barossa production timeline is at risk from ongoing legal stoush

Santos has warned a blow-out in the legal stoush over its controversial $5.8 billion offshore Barossa project will delay plans to bring production online by the middle of the decade. During the gas giant’s investor day on Wednesday, Santos chief executive Kevin Gallagher said the Federal Court injunction put on the Northern Territory development would impact current guidance for first output by the middle of 2025. Mr Gallagher said the ongoing legal issues — stemming from consultation taken through the environmental plan with traditional owners — was driving up investment risk and diminishing Australia’s appeal as a hub for capital. “If we don’t get going again by the end of this year, we will have to review guidance,” he said. “My call to government is they need to be fixed. If they’re not, investment in Australia is going to dry up for offshore and it will be very difficult for us to FID (final investment decision) any other offshore projects in Australia until we get a more certain regulatory regime. “Nothing will drive investment away faster than this regulatory environment ... the uncertainty is killing us,” Mr Gallagher said. Mr Gallagher conceded the Barossa project would be a massive cost burden on capital expenditure over the next 12 months and would only face more pressure if there were ongoing construction delays. Santos also added major development projects in Alaska and Papua New Guinea were becoming more attractive due to supportive governments and regulation. “We can’t be contracting freights and vessels and then finding we’re getting held up in court ... that is going to drive investment away from Australia.” The concession over the project’s timeline was also combined with warnings from Mr Gallagher that the world cannot “turn off the taps” to oil and gas, claiming it would threaten global energy security. He added the gas giant needed to ensure energy security was viable during the decarbonisation transition, arguing its new projects would underpin supply — particularly to Asia. “Energy security is a top priority for the giant energy-consuming economies in our region,” Mr Gallagher said. “We cannot turn off the taps on oil and gas before replacement technologies are technically feasible, affordable and available. “Oil and gas will be required for many decades to come. Therefore, a meaningful decarbonisation strategy must include pathways to abate emissions from these fuels.” During the investor day, Mr Gallagher said no more new investments would be made in its WA assets while the capital expenditure bill from projects like Barossa were ongoing. He added it had been a “conscious decision to let that (investment) drift down” and claimed given regulatory environment had been a good decision in hindsight. Mr Gallagher did note Barossa was 64 per cent complete and would continue construction once the court issues finish. “Despite the challenging approvals, regulatory and third-party litigation environment in Australia, we continue to progress work on our FPSO with the hull arriving in Singapore on November 15 for topside installation,” he said. Santos said 2023 production guidance would be maintained at 89 to 93 million barrels of oil equivalent, but would see a decline in the following year due to end-of-life field decline at Bayu-Undan in Timor Leste and WA. Mr Gallagher said execution of other major projects such as its Moomba carbon capture and storage system and the Pikka project in Alaska were progressing well. “Santos is now able to generate compelling cash flows to drive shareholder returns, develop major energy and CCS projects whilst maintaining a strong balance sheet,” he said. “This is against a backdrop of a volatile global environment which is driving further consolidation across the energy sector.”
